The short answer
- Ask where the data comes from and how fresh it is. USAC Open Data is public and refreshed by USAC; a tool should say how often it pulls it.
- Ask what it screens out for you, and what it shows on each match beyond the posting itself, such as the incumbent and the district's remaining Category 2 budget.
- Ask what happens after the alert: a pipeline, quotes, the 28-day clock, and tracking the award through the 471. And ask who can see your prices.
Data and freshness
Form 470s, Form 471 funding requests and line items are all published by USAC on its Open Data site. Any tool you consider should tell you plainly which datasets it uses and how often it refreshes them. A daily pull is enough for most providers, because the 28-day minimum before an applicant can sign gives you days, not minutes.
Also ask how it gets the data. A tool that reads the public datasets needs nothing from you. Be careful with anything that asks for your EPC login or scrapes EPC on your behalf.
Screening
An alert for every 470 in your state is a search result, not a screen. Ask whether the tool can filter on what actually rules a posting out for you:
- Distance from your offices, not just state or county
- The service types you sell, such as internal connections, MIBS or basic maintenance
- Patterns you never bid: equipment-only, portal-only, license renewals, consortium requests
- Consulting firms you follow or skip
- Whether it shows you what it dropped, so you can trust the screen
Account context
The posting tells you what the applicant wants. A good tool also tells you whether the opportunity is real:
- Who holds the work today, from public 471 data (see finding the incumbent)
- How much of the district's five-year Category 2 budget is left
- What USAC has funded for similar equipment (see pricing benchmarks)
- Days left to the allowable contract date
After the alert
Finding the 470 is the start. Ask whether the tool helps with what comes next, or whether you'll be back in a spreadsheet: a place to decide bid, hold or no-bid, quotes built from your own prices, a countdown on every open opportunity, and a watch on the Form 471s that name your SPIN once you've won, through review, commitment and invoicing deadlines.
Ask too what it doesn't do. E-Rate Workbench, for example, doesn't file forms, submit bids or send outreach for you, and today it takes price books and quotes by CSV rather than connecting to quoting systems.
Privacy and terms
- Your prices. If a tool offers pricing benchmarks, ask whether customers' quotes feed them. Benchmarks can be built from public funded data alone.
- Seats. Ask how many users are included and what another one costs.
- Published prices. A price list you can read before a sales call saves everyone time.
- The trial. Ask what the trial includes, whether a card is needed, and what happens when it ends.

Questions providers ask
Is there a free way to monitor Form 470s?
Yes. USAC's Form 470 search and download tools on Open Data and in EPC are free. What they don't do is screen, alert or track. Our guide to searching Form 470s covers them.
Do I need to be a registered E-Rate provider to use a 470 tool?
No. You can watch 470s, and even bid, while you register. USAC can't commit funding to you until you have a SPIN; our guide to becoming an E-Rate provider lists the steps.
Should a tool write my bid for me?
Be careful with anything that blurs the line between helping you bid and helping the applicant write its request. Applicants run their own competitive process; providers respond to it.
