The short answer
- A SAM.gov UEI can take 4 to 6 weeks to activate after you finish registering, and since September 8, 2026, USAC pays invoices only to the bank account linked in SAM.gov.
- You can bid on Form 470s before your SPIN is issued, but USAC can't commit funding to you until you have one.
- Being a provider comes with rules: the lowest corresponding price, the competitive bidding limits, and the Red Light Rule on FCC debts.
The registrations, in order
- Register in SAM.gov and get a UEI.You need the Unique Entity Identifier before you can finish Form 498. Activation can take 4 to 6 weeks after you finish registering, the tax ID must match the one on your FCC Registration Number, and the registration has to be renewed every year.
- Get an FCC Registration Number.Register your company in the FCC's CORES system to get an FCC Registration Number (an FCC RN, not to be confused with a funding request number, or FRN).
- File FCC Form 498.File it in USAC's E-File as a Service Provider (498 ID). You'll need your EIN, bank routing and account numbers, and bank verification documents. A company officer has 14 days to certify it after USAC's email.
- Receive your SPIN.USAC assigns a nine-digit 498 ID, also called the SPIN, and emails E-File login details. Applicants list your SPIN on their Form 471 funding requests.
- Set up your EPC account.Once the SPIN is assigned, you get an email to set up the E-Rate Productivity Center. A service provider account needs an account administrator.
- File Form 473 each funding year. The Service Provider Annual Certification (SPAC) is filed once per SPIN for every funding year you take part in. You can file it once that year's 471 window opens, it must be on file before USAC pays your invoices, and it should be filed by June 30 of the funding year.

The rules that come with it
- Lowest corresponding price. You must charge E-Rate applicants no more than the lowest price you charge similarly situated non-residential customers in your service area, whether or not the applicant asks. Promotional rates offered for more than 90 days count.
- Competitive bidding. You may not prepare, sign, post or certify an applicant's Form 470, give input into its RFP, or be the contact on its form. Gifts to applicant staff are prohibited, with limited exceptions.
- The Red Light Rule. If your company owes the FCC a debt that is even one day delinquent, USAC withholds payments until it's resolved. You can check your status in CORES.
- SAM.gov banking. Invoices you submit without an active SAM.gov registration and a UEI on your Form 498 are held, not paid.

Bidding while you register
You don't have to wait for every registration to clear before you look for work. You can read and respond to Form 470s while SAM.gov and Form 498 are in process; the SPIN has to be in place before USAC can commit funding to you, and SAM.gov before it pays you. Starting the registrations early in the season keeps a win from stalling.
What's changing
- The FCC has ordered a USAC bidding portal starting with funding year 2028, through which bids and bidder questions will go, with answers visible to every bidder. That part of the rule takes effect once the Office of Management and Budget approves it. (FCC 26-30)
- Off-premises Wi-Fi hotspots and school bus Wi-Fi are no longer eligible for E-Rate (FCC 25-62 and 25-63).
- From funding year 2026, basic maintenance of internal connections covers on-site work only, and software and remote services are requested with the equipment they support (DA 25-1069).

Provider Setup in Workbench
E-Rate Workbench opens a workspace without a SPIN on a Provider Setup tracker that walks through these registrations in order, with a place to record each confirmation, and the monitor runs from day one so you can watch 470s while the paperwork clears. Add your SPIN when it's issued and the award watch starts.
Questions providers ask
How long does it take to become an E-Rate provider?
Plan on several weeks. SAM.gov activation alone can take 4 to 6 weeks after you register, and Form 498 needs a company officer's certification within 14 days of USAC's email.
Can I bid on a Form 470 before I have a SPIN?
Yes. You can bid without a 498 ID, but USAC can't commit funding to you until you have one.
What is a SPIN?
The Service Provider Identification Number, now also called the 498 ID: the nine-digit number USAC assigns when your Form 498 is approved. Applicants put it on their funding requests.
Do I file Form 473 every year?
Yes, once per SPIN for each funding year you take part in. USAC won't pay your invoices for that year until it's on file.
